| A free software program would be Gimp. It's a bit hard to use. A rather expensive one would be Photoshop. There are many different kinds and most if not all are quite expensive. Many people have quite the expertise with these programs so I'm sure you will have no trouble finding someone who could help teach you about them.

| If you want the full experience you will need to buy a full Adobe packacge such as Adobe Creative Suit 5, this includes not only Photoshop to edit images and make some of your own but also programs to work with videos, vectors, animations, 3d Objects and more. It is indeed rather expensive though, but you can also by only the ones you need from the Adobe site.

| You can stick to GIMP. It's just as fully capable as Photoshop is, it just has a bit steeper of a learning curve. It may not seem as user friendly, but with the help of tutorials, usually it becomes a lot better to handle. Of course some features are missing versus Photoshop, and you may have to improvise, but if you want to create signatures or wallpapers, you can do it with GIMP and not have to spend a dime.
If you're still really interested in owning professional software though, you can get an earlier version of Photoshop like CS2 or CS3 off of Amazon. You can save hundreds of dollars instead of getting CS5, where most of the changes are only cosmetic. You also don't need the full suite, you can work with just Photoshop to do what you want to do. I'd still recommend using (or at the very least starting with) GIMP. Above all else though, NEVER GIVE UP. Keep practicing, you'll always learn something new and keep getting better.

I also use GIMP, so if you decide on downloading that, I can see if I can help you out. But, I'm still at a mere amateur/beginner stage, so I may not be able to answer all of your questions.
